UTV Safety Regulations by State: What You Need to Know Before Trail Riding
UTV Safety Regulations for All 50 States: What You Need to Know Before Hitting the Trails
Helmets, age limits, registration and street-legal rules change the moment you cross a state line. Here's the 50 state rundown.
Quick Summary
UTV & SXS laws in the United States comes down to three variables:Â helmet rules, minimum operator age, and registration or permit requirements.Â
This guide walks all 50 states by region, cites the official agency or statute behind each rule, and shows you how to verify your own situation in less than a minute. Laws change, counties and trail systems stack their own rules on top, and you are responsible for confirming current requirements before you ride!
It's never fun getting these phone calls here at the DWA shop. A rider from Utah loads up a trailer, heads out for some new trail riding SXS adventures across state lines and gets stopped for something they never had to think about at home. Maybe it's a missing OHV decal. Maybe it's a helmet rule that applies to adults in one state and nobody in the next. Maybe it's a county ordinance nobody mentioned.
Here is the frustrating truth, there is no national UTV rulebook. What exists is 50 different state frameworks layered on top of federal land-use rules and a patchwork of county ordinances and private trail policies. That's why we put this together and showing the sources.

Machines need a USDA-approved spark arrestor and a muffler that keeps sound at or below 96 decibels. An annual OHV Decal is required for operation on unimproved roads and trails. Vehicles weighing 2,500 pounds or less can qualify for a free registration when purchasing the decal (Arizona State Parks OHV Laws; OHV Registration).
